"Candy" catapulted Moore onto the scene when she was just 15 years old. That long, blonde hair and bubblegum pink sleeveless turtleneck certainly cemented her bubblegum pop image at the 10th Annual Billboard Music Awards. And just in case you had doubts, the nude lip gloss confirms that it is indeed 1999. Not to mention that she toured with both NSYNC and Backstreet Boys!

Ah, yes, the layered, shaggy hairdo known as "the Rachel." 2000 was a big year for Moore, as her single I Wanna Be With You reached number 24 on the Billboard Top 100, with the album peaking at number 21 on the US Billboard 200 chart.
